Nine fake online land revenue receipts, locally known as Dakhilas, have been detected during the verification of documents submitted for the registration of a 15-decimal plot of land in Boalia Mouza of Chitalmari upazila in Bagerhat.
The fake documents were detected by Chitalmari Sub-Registrar Samir Karmakar on Thursday (September 24), when deed writer Munshi Delowar Hossain submitted the necessary documents and notice to the Chitalmari Sub-Registry Office for registration of the land.
According to Sub-Registrar Samir Karmakar, the online Dakhilas were initially checked using their respective barcodes. However, attempts to access the relevant government server through the barcodes failed, raising suspicion.
He subsequently examined the Dakhilas one by one and found the same problem in all of them. Later, when another Dakhila from a different deed was checked, it directly connected to the land-related server of the Ministry of Land. This confirmed his suspicion regarding the previously submitted documents.
The Sub-Registrar said the fake Dakhilas had been prepared by copying the information and appearance of genuine online Dakhilas almost exactly. However, an irregularity was found in the barcode generation, where “G” was used instead of “Q”.
The nine Dakhilas identified as fake were associated with Khatian No. 855, Dakhila No. 471226175340; Khatian No. 659, Dakhila No. 471226175687; Khatian No. 483, Dakhila No. 471226176834; Khatian No. 423, Dakhila No. 471226175325; Khatian No. 375, Dakhila No. 471226176898; Khatian No. 51, Dakhila No. 471226175402; Khatian No. 371, Dakhila No. 471226175687; Khatian No. 131, Dakhila No. 471226175601; and Khatian No. 658, Dakhila No. 471226175595.
Following the detection, registration of the deed for the 15-decimal land was suspended. The nine fake Dakhilas, along with all other documents submitted with the deed, were also seized.
Sub-Registrar Samir Karmakar said a written explanation would be sought from deed writer Munshi Delowar Hossain on Wednesday (September 30) regarding the fake Dakhilas. Further action would be taken based on his response, he added.
Munshi Delowar Hossain said his assistant deed writer Subrata Roy had handed over the documents, including the Dakhilas, to him. He said he subsequently presented the deed before the Sub-Registrar using his name as the deed writer.
Assistant deed writer Subrata Roy said Shakirul Begum, the seller, and Md Masum Kazi, the prospective buyer, had approached them to register the 15-decimal land in Boalia Mouza. According to him, Masum Kazi supplied the Dakhilas and other necessary documents.
Md Masum Kazi said the purchase price of the 15-decimal land had been fixed at Tk 550,000. He said he paid Tk 81,000 to the deed writer for registration and Tk 16,000 to a person named Jasim to collect the nine Dakhilas.
Khan Moniruzzaman, president of the Chitalmari Sub-Registry Office Deed Writers’ Association, condemned the incident and demanded punishment for those involved in the alleged forgery.
Md Abdul Wahab, Assistant Land Officer of Hizla Union, said collection of land revenue and issuance of Dakhilas in Boalia Mouza had remained suspended for nearly six months.
Chitalmari Upazila Nirbahi Officer (UNO) Khadija Akter said she had not been informed about the incident. She added that the Sub-Registrar could take action against the person who submitted the fake Dakhilas at the registry office.
